The Human Rights Organisation of Bhutan (HUROB) has called on human rights defenders to ask the Government of Bhutan to disclose the whereabouts of one Motikhar Acharya who was arrested by Royal Bhutan Army on Feb 26 from Gelephug.
HUROB said, he was arrested on “charge of earning the heredity property of his parents” after his parents were evicted from the country in 1992.
Issuing an urgent action circular to media and human rights organisations, Chairperson of the HUROB, SB Subba said, an urgent intervention was required to know the condition of Acharya after his arrest.
According to Subba, Acharja is the son of Devi Charan Acharja, who was evicted in 1992 and registered as a refugee in Beldangi-II extension, sector-E, hut number- 43/44.
What does the Royal Govt. of Bhutan think even after declaring the country to the modern democracy.
Can it stay arresting the people like this as it used to do during 90s?
Things have changed and the international community is carefully observing over Bhutan very close.
One day, it has to repay all this and it is going to cost it heavy.

If the same property was to be given to a Ngalong, and their children had inherited it, it would neither have been an issue nor a headline.
When the law of Bhutan is that you can inherit property of your parents, “what equality does Bhutan provide to all its citizens”. None.
And on the point of 90%. Your flowery fact can only persuade uneducated fools. The rest will look up facts on statistical websites and other websites of the international organizations to assess the makeup of Bhutan’s population.
You think all Drukpas agree with you? How can you be so sure? Can you provide facts on this too (no matter how inaccurate they may be.
The point is statistics usually don’t matter when people are unhappy. Most of the Drukpas are poor, uneducated and always exploited. When Lhotsampas were evicted, there was a reason for landless Drukpas to be happy i.e. to get land, schools and health for free.
But in these twenty years since the eviction of Lhotsampas, has the Drukpas been truly and overwhelmingly happy? I am talking about the majority of the agricultural population.
With more and more international debts around 63 million dollars, the sustenance economy will cripple soon.
What statistics will you show when the situation would really demand some revolutionary wisdeom? Food for thought.

The fact about Motikhar:
His father is from danabari (chujagang now) Daragaong.
He was evicted from the country in 1990.
Mothikahr choose to be loyal and remain in Bhutan.
He had letter and all documents from his father to inherit his property though he has left the country.
In the early days he did cultivate the land alone since there was all jungle and no resettlement was done. He along with few dare to chase the elephant and wild boar in danabari.
Next came the resettlement wave, Mothkhar had many neighbour from north.
They all were very good friends. Many northerners worked for Mothikar. He was helping them to resettle and teach new way of farming and advising new life in danabari.
On the other side his fight to get the land of his father was going on with Dungkhak and Dzongkhag.
He has received warning from Dungpa and Dzongda but he insisted that it is property and continued living.
In 2001 he decided to build the house in his father’s property, his northern neighbour worked as labourers to construct his home. They were all happy people- they were not from north or south but true friends and human being.
The authority started pressurising Mothikar to stop construction and leave the land. He did not budge.
The court in district gave the verdict against him.
He took the case to high court; the judge said he has no right to hold his father’s property.
He approached the 5th KING. The king asked to follow the court order.
He was not heard by the KING of the people also.
He has finished all his earning fighting the case, no one helped.
He suddenly becomes victim and profound Ngolop inside Bhutan since he did not leave his home where he was born.
After the final verdict, he called few people, including me for desperate help. He was sure that he will be arrested., he is now.
Above all he is the true Bhutanese who had guts to face the RGOB and dare to in prison. If he wanted he would have drove to dadgari and come and register in camp. He never did.
When a person of such courage and bravery is gone to prison, all the champions of Human rights, in the resettled countries are enjoying the wine and bikinis and promoting caste based hatred.
All the political leaders in Nepal RKD and other are frantically busy to meet the new PM of Nepal who holds no water and Pracnaday. But they never have time to bring this case up. Shame on you and on your reactions to this cause. You proved to be pseudo leaders.

Motikar Acharya was arrested for illegally earning the land that is abondoned by his parents who absconded bhutan after burning down schools, bridges and public properties. once the land owner in whose name the thram is registered has left, the land becomes a govt. land. Motikhar must be the son of that jhapani but he has no right over that land as he could not produce any document stating that the ownership has been transfered. we do not need nay human rights organisation in bhutan as it is garanteed by the constitution. ur so called HUROB can be written as HUROJ (human rights organisation of Jhapa). this totally mistaken news as there is no such organisation in bhutan.

Ngalongs aren’t the only people resettled, there are sharchhops (which u dont mentioned as RKD is there for you) and let me tell you that there are 120 hoseholds of bhupalis who also got resettled.

1-we are again playing the racial card -some of the comments have words like BHOTAYS and JHAPANI .we are bhutanese .we differ in opinion but we all love the country.It is not true that people inside bhutan have more love for country tahn people in the tasmania or any other part of the world.we love bhutan ans all want bhuta to be better and better .we have made same mistakes deviding us in to racial groups .goverment played the same card and victimised southerners

Truth got distorted and it is hard to believe what is what.
If the crime committed is related to land and transfer of title, then there should not be a situation of disappearance. If the land was not having ownership, then it could have been given as Kasho to others which did not happen. That means the property belonged to Motikhar but has some sort of dispute. In such situation, if the person against the motion cannot win the arbitration then they will allege the Lhotshampas as ‘NGOLOP’. How easy is to win the case taking the ethnic favor? This is what happened.
Some commenter became too emotional while others enjoyed the scene and laughed at it.
And Dear Mr. Pasang T. Gyemba, if you know that Motikhar’s parents burnt the school and other public properties, why do you allege for rest of the people and evict them? Why didn’t you capture them and submit them to the authority for the justice? They are to be made to pay the damage and face the prevailing law but that did not happen. RGOB if sense some hands it won’t leave them like that and realize what happened to Rizal. They captured and extradite.
This means that you’re playing a foul game and swallowing the saliva of progress made by Motikhar. You have put the eyes on the property of that person and dying for acquiring it by any means.
I know the BHU at Goshi, Dagapela was attempted to burn down after the installation of military barrack at Goshi Jr. High School by a group of Ngalungs. The villagers put off the fire and there was no damage. We reported this case immediately to Major Chachu who was the battalion in-charge of that place. But in surprise, what he told was, if you people speak in that tone, there will be no further space in Bhutan. He suggested us to behave as if we were unaware of the situation. Nobody cared for his negligence and other responsibilities. All he (major) did was to collect the properties; if someone denies, threaten them to put them in the cells. Within two years, he became millionaire. This is how the situation was kept under the fist. And this is how you categorize southern people as ‘antinationals’.
It is the mind set and master design.
This is happening in GNH country. As per Bhutan Land Act Motikhar is entitled to his father’s property, nobody can deny it. The action of the Bhutanese rulers is not only against the Bhutanese constitution but against all norms and practices of civilized and democratic societies. Bhutanese rulers are a bunch of thugs and robbers who rob people of their properties and possessions. Motikhar’s is but one example how many thousands of Lhotshampas were robbed during 1990s is not a fiction but truth. But time will certainly come when these thugs will be made accountable. Let’s join hands together and raise our voice collectively against all such injustices. GNH is but a story, a lie, a clever move to cover up anti-people policies. JYT wake up from your democracy and GNH dream and see how a free Bhutanese citizen is being victimised.

I am with Moti Khar Acharya, who is really a brave man; he challenged the discriminatory regime singularly. I also read his report published by HUROB. The so called, bastion of Gross National Happiness is just a shallow mantra chanted by the regime to hoodwink the outsiders. Bhutan is the land of dictator and always openly discriminates especially southern populace. I agree that Moti is the latest pray of the cruel regime. The kangaroo court wrongly spelled the verdict in favor of the regime. The whole country is against him, what a tragedy? His kith and kens are simply against him just to save the face from the racist Govt. otherwise; they will be the next victim.
The king’s men never support such cases because they are the most benefited community. They are the recipient of land and the properties of the Southerners through Kidu grant. Despite of such gross injustices Moti is standing tall.
Moti is the natural progeny of his father’s properties legally and by virtue of birth. But the regime is hell bent to snatch from him. Bhutan is making chain of mistakes one after another. This will be a costly mistake for Bhutan. It will be a rewarding for Bhutan to hand back the land to the rightful owner.
